‘Milestone’ Opening for Moldova’s EU Talks – But Harder Work Lies Ahead

Accession talks opened in a celebratory atmosphere in Brussels this month, but the most demanding stage of the process – implementing high-quality reforms – has to begin.

Moldova has entered the decisive phase of the work required for EU accession, with the first negotiation “cluster” now open in Luxembourg. The move marks the formal start of the most demanding stage of the accession process – a step Chisinau had been awaiting for more than a year.

The first cluster of EU-Moldova negotiation chapters, known as “Fundamentals”, covers areas such as rule of law, the functioning of democratic institutions, public administration reform, the judiciary and fundamental rights.

European Commission President Ursula von der Leyen said Moldova had achieved results under extremely difficult circumstances and remained on course, despite pressure and hybrid attacks on its democracy from Russia.
